This presentation explores the case for pre-emptive managed retreat (or planned relocation) in the context of increasing riverine flooding and coastal inundation, giving particular attention to the design of a public compensation scheme for the loss of residential and commercial properties. Key policy issues include the grounds for public compensation, the principles that should inform the eligibility for, and level of, compensation, and the question of how such a scheme should be funded. The presentation draws on the recent report of the Expert Working Group on Managed Retreat and the adaptation project currently being undertaken by the Environmental Defence Society.
