What's missing from his well-written submission is (1) Maori engagement and partnership beyond permissioning that some actors so often do in the science space (as well as thinking that only some science needs to be consulted on?) and (2) joint positions shared between institutions (e.g. joint university/ministry positions, joint university/CRI positions, etc.)
